Still in the context of improving and developing the competency of Prospective Civil Servants (CPNS) for the Geospatial Information Agency (BIG) in 2019, this time a Seminar on Competency Policy Development of the State Civil Service (ASN) was held. The seminar took place on Monday, April 1, 2019. A total of approximately 50 CPNS people attended the seminar which took place in the BIG Hall of Gedung S Lt. 2, Cibinong.
This activity was opened by remarks from the Head of the Planning, Personnel and Law (PKH) Bureau, Ibnu Sofyan. In his remarks, Ibnu hoped CPNS gained insights from the material that had been explained because it could make changes. "In this activity, it will be seen how the mindset of change from ASN in dealing with industry 4.0 and all kinds. What will be delivered by the speakers will make changes and be beneficial for ASN in the future. So be careful, okay, "said Ibnu to the participants.
As a guest speaker at the seminar this time was Deputy Minister of Human Resources (HR) Apparatus, Ministry of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia, Setiawan Wangsaatmaja. Before starting the material presentation, Setiawan first asked about the origin of the CPNS because they wanted to know whether the online admission system was focused or not in its distribution. This is one form of reform of staffing management in industry 4.0.
In this seminar, the topics discussed were the challenges of the disruption era, the grand design of the development of ASN 2024, and the lesson learned for the implementation of the ASN vision. According to Setiawan, ASN must be serious in carrying out its work, because ASN will become a pillar for Indonesia. "In 2024, we ASNs will become pillars for this nation," he said.
In this era of disruption, the shifting era of digital business platforms, all major companies in 2018 are already technology-based. According to Setiawan, BIG inevitably has to change or follow to become a technology company. "If you don't use this technological sophistication, BIG will be left behind in providing geospatial information to the public", he said.
Civil servant data as of December 31, 2018, there were 4.2 million civil servants in Indonesia, consisting of 78% of civil servants in the regions and 22% of civil servants in the center. The biggest question is whether civil servants are ready to face industry 4.0. In facing the industrial era 4.0, if it is not prepared seriously it will become impossible.
The abilities that millennials must have to face these challenges are ways of thinking, communication, time management, participation and contribution, and ethics and social impact. Therefore, the government invites ASN to prepare itself because the government believes that the chosen ASN is able to advance this nation.
The laws governing ASN are Law No. 5 of 2014 concerning State Civil Apparatus (ASN), Government Regulation No. 11 of 2017 concerning Management of Civil Servants, and Government Regulation No. 49 of 2018 concerning Management of Government Employees with Work Agreements (PPPK). The three laws are the legal basis for determining planning, measurement and selection, competency development, performance appraisal and awards, promotion, rotation and career, and improving welfare for ASN in Indonesia.
The Ministry of HR annually awards awards to ASN who have been dedicated to Indonesia. The indicators are innovation, inspiration and impact on society. Setiawan explained that the Inspirational PNS example was Sutopo Purwo Nugroho. although affected by chronic diseases but still dedicated to disseminating information about disaster to the people in Indonesia.
In his presentation, Setiawan hoped that CPNS BIG would always respect him as an ASN because the ASN election was not arbitrary. "Hopefully CPNS here can respect the honor of ASN, yes. Because the government chose ASN not to play games, "he said. The seminar was then concluded with questions from CPNS and submission of souvenirs and group photos. Hopefully what has been gained today can become a provision for the CPNS BIG later when it has begun working in their respective units, in order to realize ASN as a pillar of the nation. (GU / LR)
