To carry out bureaucratic functions appropriately, quickly, and consistently in order to create an accountable and good bureaucracy, the government has formulated a regulation to be the basis for implementing bureaucratic reform in Indonesia, namely Presidential Regulation number 80 of 2011 concerning the Grand Design of the Indonesian Bureaucratic Reform 2010- 2025.
Bureaucratic reform is one of the government's efforts to achieve good governance and make fundamental reforms and changes to the system of governance, especially concerning institutional aspects (organization), management and human resources of the apparatus. Through bureaucratic reform, the governmental governance system is structured in which money is not only effective and efficient, but also bureaucratic reform is the backbone in changing the lives of the nation and state.
