Local governments support the integration of geospatial information network nodes according to Indonesia's One Data Policy

Pekanbaru, June 19, 2019 - The Geospatial Information Agency (BIG) held a Coordination Meeting and Technical Guidance for Strengthening the National Geospatial Information Network (JIGN) at the Regional Region Level with the theme "Indonesia Connected: One Map - One Nation Achievement Data" at HotelAryaduta Pekanbaru, on Wednesday - Thursday, 19-20 June 2019. This activity is a follow up to the results of the JIGN Strengthening Coordination and Technical Guidance Meeting held in 5 Regions since February - May 2018. On this occasion, Pekanbaru, which developed itself as a Halal Tourism city, became the host in the Sumatra Region, which was attended by ± 150 participants from Bappeda and Diskominfotik representatives from 10 provinces and 12 regencies / cities in Riau Province. Then the same set of activities will be held in the Papua, Kalimantan, Sulawesi, Java and Bali / NTT Region in July - September 2019.

- BIG, DR. Ing. Khafid, said the purpose of this activity was to accelerate the operation of the network node to support the effectiveness of data sharing through the National Geospatial Information Network (JIGN) which is integrated with the Indonesian Data One Policy (KSDI). For this reason, good spatial data governance is inseparable from the commitment to reform the institution as the main gate for implementing and responsible for sharing data for development needs, under the KSDI umbrella and Open Government Indonesia.

In the activity report, DR. Ing. Khafid, said that currently, from 34 provinces in Indonesia, there are 19 provinces whose network node has been functioning optimally, 7 provinces have been operational, and 8 provinces have developed. As a guidance, participants receive training and direct assistance to upload Administrative Boundary Data, Regional Spatial Planning Data and Indigenous Peoples Regional Data (if any) into the Geoportal of each Province. For provinces and specifically districts / cities in Riau Province that do not yet have Geoportal, a temporary cloud server is prepared by BIG.

The event was officially opened by Deputy Governor of Riau, Mr Brigjen. TNI. Retired Edy Afrizal Natar Nasution, who said that Riau Province had pioneered the development of the One Map One Data portal to realize the availability of accurate and accountable data for the preparation of regional development policies. This commitment has been implemented through the use of one map policy products in spatial-based development planning, such as Provincial RTRW; resolving issues of overlapping spatial data by eliminating sectoral egos, and making synchronized maps the basis for preparing provincial and district / city RTRW revisions. Various efforts have been carried out in collaboration with multi-stakeholders, namely the Regency government, academics / PPIIG UNRI, NGOs and the general public

Aras Mulyadi, DEA who said that since February 28, 2019, the University of Riau had formed a Geospatial Information Infrastructure Development Center and established its institutional structure, based on a cooperation agreement with BIG. The aim is supportive

Riau provincial government in the provision and utilization of spatial data for development needs in the region. In addition, representatives from the Coordinating Ministry for Economic Affairs were also present, who symbolically handed over a One Map Policy (KSP) account to West Sumatra and Riau Islands. The account is intended to be able to access the KSP portal which was officially launched by President Joko Widodo since 11 December 2018.

Political Communication and Information Dissemination Expert in the Presidential Staff Office, Mr. Agung Hardjono, said that in the launch of the KSP portal, the President strongly emphasized the urgency of completing village boundary mapping by the local government. Therefore, according to the Head of the Regional Boundary Setting, Mr. Ade Komara, it was conveyed that BIG had completed 23,000 village boundary maps according to the procedures in the Minister of Home Affairs Regulation 45 of 2016 concerning Village Boundary Determination and Determination, and submitted it to the Ministry of Home Affairs on March 27, 2019 in Kempinski Hotel. The goal is to immediately be followed up by the regional head in the form of definitive village boundaries.

Spatial data utilization has been regulated through the protocol for sharing data access results from KSP through the Coordinating Minister for Economic Affairs Regulation No. 6 of 2018 concerning the Classification of the Authority of Access to Share Geospatial Data and Information through the National Geospatial Information Network in Accelerating the Implementation of One Map Policy. For this reason, the involvement of regional governments as a network node is key to the success of KSP acceleration, especially in preparing regional institutions and geoportals in spatial data management to be utilized together. Therefore, the second day's program focused on fostering the Palapa geoportal and enriching thematic maps in the portal according to the standards for organizing geospatial information.

Head of BIG Geospatial Information Institution and Standardization Center, DR. Suprajaka emphasized that providing maps as a single reference, with one standard, one database and one portal is very important in providing a foundation for planning policies and achieving development goals. "By holding this activity, BIG can absorb direct aspirations from regional governments in the Sumatra region regarding problems and various local initiatives that can be identified as benchmarks for other regions in the development of a national network node," added DR. Suprajaka.

To monitor the performance of network nodes, BIG launched the Network Node Performance Monitoring Information Portal called "Simojang". According to the Head of Institutional Development and Network Nodes, Aris Hariyanto, ST.MT., Simojang is one of the tools to monitor the condition of network nodes both at the Central and Regional level in terms of the 5 pillars of Geospatial Information Infrastructure. The performance data is submitted by the network node regularly and independently every year. Thus, BIG gets accurate and structured data in one database (database) in order to identify specific problems that exist in each network node and find the best solution.

In this activity, the World Resources Institute (WRI) Sustainable Governance Manager of Indonesia, Adi Pradana, stated that development partners supported the formation of universities with the potential to become PPIIG to assist regional network node tasks, such as those facilitated by the Riau University and the University of Papua (UNIPA). In addition, cooperation and multi-stakeholder engagement through the concept of the "Central Room" is very important for communication media and the use of spatial data sharing through national geospatial information networks.
