Born in Bandung on December 22, 1967. He holds a Bachelor's degree from the Faculty of Mathematics and Natural Sciences, Padjajaran University and holds a Master of Business Administration / Master of Management from the Fachhochschule Konstanz / Swiss German University (SGU).
Lien began serving as Head of the Thematic Mapping and Integration Center on October 1, 2016, based on BIG Head's Decree No. 31 of 2016. Previously, Lien had served as Head of Basic and Chemical Industries in the Deputy Assistant of B3 and LB3 Management in Manufacturing and Agroindustry in 2002 to 2005, Head of Inventory, Ecoregion Application and RPPLH in the Deputy Assistant of Natural Resources and Environmental Utilization Planning in 2010 until 2015 at the Ministry of Environment and the Head of the Program and Reporting Section of the IG Secretariat in 2015-2016 at the Ministry of Environment and Forestry.
During his life, Lien was awarded the Satyalancana Karyasatya 10 Years National Level in 2003 and Satyalancana Karyasatya 20 Years National Level in 2013.
