BIG Accelerate RDTR Map Completion for OSS

Cibinong, Geospatial News - The Geospatial Information Agency (BIG) is accelerating the completion of a Detailed Spatial Planning Map (RDTR) for Online Single Submission (OSS) or electronic integrated licensing management systems.

"In 2019, assistance will be given to 57 RDTR areas. BIG has to provide guidance and support in the preparation of RDTR Maps for OSS purposes," said BIG's Deputy of Thematic Geospatial Information Antonius Bambang Wijanarko during Focus Group Discussion (FGD) Final Discussion on the RDTR OSS Map in the BIG Main Hall, Cibinong, Bogor, Monday, January 6, 2020.

Anton explained, the guidance and assistance for the preparation of the RDTR Map conducted by BIG for the needs of the OSS is in accordance with Government Regulation Number 24 of 2018 concerning Electronic Integrated Business Licensing Services. The PP requires each local government to accelerate the establishment of RDTR.

"This RDTR will function to organize and organize functional activities to create a harmonious, balanced, safe, comfortable, and productive city space. RDTR is also needed in the application of OSS because it is related to the process of issuing business licenses that requires information about business location plans," he explained.

According to Anton, in assisting the preparation of the RDTR, his party also carried out a validation process, including a compilation of data sources, base maps, thematic maps, plan maps, map albums, the suitability of the map plan with the regional regulation, as well as integration of all these elements.

"However, many obstacles encountered due to the limited time of preparation and the large number of RDTR. As well as the limited human resources who mastered the aspects of mapping and the availability of data (data sources and base maps) that did not cover the entire planning area," said Anton.

Anton did not deny if making RDTR requires a lot of time and huge money. The local government must fulfill many things related to RDTR, one of which must be a recommendation from BIG.

Moreover, they need to do aerial photography of the latest area. The aerial photo is vital, considering the RDTR is a more detailed elaboration of the Spatial and Regional Plan (RTRW), which regulates the designation of an area.

"The RTRW map has a scale of 1: 50,000, whereas in the RDTR it is smaller, which is 1: 5000," he said.

On the same occasion, the Director-General of Spatial Planning of the Ministry of Agrarian Affairs and Spatial Planning / National Land Agency (ATR / BPN) Abdul Kamarzuki said, the determination of the RDTR was very crucial. It will impact on efforts to increase investment following current government programs.
