Inauguration of Fahmi Amhar As a Research Professor of Bakosurtanal

  

Bakosurtanal has a new research professor. After Aris Poniman had been confirmed as a research professor in the field of Remote Sensing in 2006, now Fahmi Amhar is trusted to carry a research professor in front of his name. Thus, Bakosurtanal currently has two research professors.

The inauguration of Fahmi Amhar as a research professor in Spatial Information System was conducted in Auditorium of Bakosurtanal, on Wednesday, August 11, 2010, in front of the Inauguration Council of Research Professor, led by the Head of Indonesian Institute of Sciences, Lukman Hakim. The program was also attended by the Head of Bakosurtanal, Asep Karsidi, the structural and functional officials of Bakosurtanal and the invited guests from the Ministry of Non-Governmental Institutions (Bapeten and Lapan) and also from colleges (IPB, ITS and Unibraw).

In his inaugural scientific papers with titles “Spatial Information Systems Development: Strengthening the National Spatial Data Infrastructure”, Fahmi said that the Spatial Information System (SIS) is one type of information management systems which has spatial character, consists of several components that interact with each other to realize a purpose: providing reliable information (accurate and fast), effective and efficient. The Spatial Information System has five essential components of data, software, hardware, procedures, and human resources.

Fahmi, who is inaugurated as a research professor in his 42nd of age, also states that separately, the components of SIS have been used extensively in Indonesia. Spatial data and information has been used in land, spatial planning, governance, infrastructure development, transportation, disaster management and so forth. Similarly, the software and hardware related to the SIS have been encountered.

  

The availability and reliability of the procedures of human resources (HR) is the most vital component. The hardware, software, and data may be provided quickly when there are enough funds available. However, without having the proper procedures and human resources, the three other components may not be effective and sustainable. Conversely, despite there are limited funds, but if there are proper procedures and creative human resources, the limitations would be relatively easy to overcome.

Asep Karsidi agreed on that statement when giving his speech, stating that the Spatial Information System will be increasingly important. President Susilo Bambang Yudhoyono has vowed to use the Spatial Information System in planning and monitoring of development. Bakosurtanal, therefore, determined to provide the most comprehensive and the best spatial data and also to get the most qualified planning and monitoring of development.

The reliable Spatial Information Systems are also very long-awaited by many stakeholders and are closely related to one mission of Bakosurtanal: to build a national spatial data infrastructure encompasses the institutional, legislative regulations, the main spatial data, research and development in the field of mapping and resource surveys as the basis for the provision of a reliable nature resource information for the development.

In that case, the government together with the House of Representative is now making preparation of the bill of Geospatial Information. This bill would be a protection for the various existence government rules and president regulations and those will be created. Furthermore, this legislation will be the basis of regulations of the head of Bakosurtanal and a series Draft of Indonesia National Standard which will technically guarantee the availability and quality of spatial data in Indonesia.
